Wallowa National Forest defines the character of this high-elevation landscape in northeastern Oregon as documented in the late 1980s. The topography is dominated by a series of steep drainages and prominent rises, most notably Harl Butte and Needham Butte. A network of watercourses including Big Sheep Creek, Needham Creek, and Makin Creek carve through the terrain, separated by high-country features such as White Horse Ridge and Marr Flat.
