
Harper sits at the northeastern edge of this high-desert landscape, where the Malheur River cuts through the wide flats of Harper Valley. The terrain is defined by a complex network of seasonal drainages and ridges, most notably the prominent Hog Creek Ridge and the winding course of Rocky Hollow Branch. Water management is central to the area's geography, evidenced by a high density of small-scale impoundments including Lower Black Canyon Reservoir, Medlin Reservoir, and Chicken Cr Reservoir.
