
Otis Mountain serves as the high point of this high-desert landscape in eastern Oregon, overlooking a network of seasonal drainages and essential water sources. The terrain is defined by its plateaus and volcanic remnants, including the prominent Merlie Table and nearby Merlie Butte. While the area is largely uninhabited, the infrastructure of ranching and resource management is evident through the placement of Mahogany Reservoir in the north and Stallard Reservoir in the south.
