Umpqua National Forest occupies the northern reaches of this Jackson County landscape, where the terrain is defined by the high elevations of Skeleton Mtn and White Rock Mtn. The hydrology is dominated by the West Fork Evans Creek and its many tributaries, including Steinmetz Creek and Slick Rock Creek.

Historically, the pattern of human use in this upland area is marked by a series of distinct clearings or level areas known as flats. Researchers can locate Ash Flat to the west, while Elderberry Flat and Willow Flat sit further south along the creek drainages. Forest access is provided by a network of named routes such as Skeleton Mtn Rd and Rock Creek East Rd, which trace the ridges and valleys between Panther Peak and the southern slopes of Battle Mtn.
