Umatilla National Forest covers much of this high-plateau landscape, where the intersections of Morrow, Wheeler, and Grant counties meet. The terrain is defined by prominent volcanic landforms like Whitetail Butte and Mahogany Butte, while drainage systems such as Kahler Cr and Big Wall Cr carve deep into the Kahler Basin. The map shows a transition from the elevated Wilson Prairie to more sheltered drainages, where numerous natural springs like Gilman Spring and Yearling Spring provided essential water for early forestry and ranching efforts.
