
Woodruff sits near the northern edge of Phillips County, just south of the Nebraska border, where the land begins to rise from the Prairie Dog Creek valley. By the late 1960s, the landscape reflected a long history of infrastructure and land management, evidenced by the Old Railroad Grade running parallel to the creek and a series of Siphons and a Gaging Station used for water control. Several Quarries in the northwest indicate the area's local industry and geological utility.
