The settlement of Congress and its neighbor Congress Junction sit at the transition between the basin floor and the rising slopes of the Weaver Mountains. This 2014 survey captures a landscape defined by water management and mineral history, with numerous stock tanks such as Sawyer Tank, Mesquite Tank, and Ziger Tank scattered across the high desert terrain. The arid environment is further shaped by a series of engineered water sources including Billingsley Reservoir Number Two and its companion reservoirs to the north.
