The Flat Tops define this high-altitude wilderness along the borders of White River National Forest and Routt National Forest. The landscape is dominated by a complex network of glacial lakes and mountain drainage systems, including Emerald Lake, Still Waters, and the Sunnyside Lakes. Settlement is non-existent in this terrain, replaced by a dense system of historic pack trails and primitive routes that facilitate movement through the high country.
