Modoc National Forest encompasses this high-elevation landscape in the northeast corner of California, dominated by the prominent summit of Eagle Peak. The topography is defined by sharp elevation changes, where the high ridges of the Warner Mountains descend into the Surprise Valley to the east. This transition is marked by a complex network of drainage basins, including the Pine Creek Basin and the headwaters of numerous creeks like Hornback Cr and Raider Cr.
