Eagle Peak and the high summits of the Warner Mountains dominate this high-elevation reach of the Modoc National Forest. The landscape is defined by a series of steep drainage basins, where waters from the Pine Creek Basin and the South Emerson Lake feed a network of creeks that descend toward Surprise Valley to the east. The terrain transitions from the alpine heights of Dusenbury Peak and Cole Peak down to Mill Creek Meadows, illustrating the complex hydrology of the range.
