Florence and Penrose anchor this high-desert landscape in Fremont County, where the southern plains meet the foothills of the Front Range. The Arkansas River serves as the primary drainage and industrial corridor, supporting the settlement of Portland and its eponymous Portland Reservoir. Further north, the agricultural legacy of the region is evident in the intricate network of irrigation features, including the Beaver Park Ditch and the Brush Hollow Supply Ditch, which draw from the Brush Hollow Reservoir.

The terrain is dissected by numerous drainages such as Eightmile Cr, Hardscrabble Cr, and Phantom Canyon, reflecting a complex geologic history that draws the Oklahoma State University Geology Field Camp to the area.
