The Rainy River corridor defines this borderlands survey, where the international boundary separates International Falls and South International Falls from their Canadian neighbor, Fort Frances. The landscape is dominated by the intricate waterways of Rainy Lake, Namakan Lake, and Kabetogama Lake, which today form much of Voyageurs National Park. This era shows a region shaped by both conservation and industrial transport, with the Duluth Winnipeg and Pacific and Northern Pacific railroads connecting remote timber and lake outposts.

Evidence of indigenous land use is prominent through several designated areas, including the Nett Lake Indian Reservation and numerous reserves across the border such as Manitou Rapids Indian Reserve No 11.
