Jacks Butte rises as a central landmark within the high desert landscape of the Modoc National Forest, defining a region where water management is essential to the local economy. In the late twentieth century, the area relied on an extensive network of man-made and natural catchments, including the elongated Dobe Swale Reservoir and Antelope Reservoir. These water sources, along with features like Jacks Butte Tank and Essex Tank, supported the ranching operations that characterize the district. Evidence of early land use is found at Hastings Ranch and E Ranch, which sit near the drainages of Clover Swale Creek and Witcher Gulch. The northern portion of the quadrangle is dominated by the Antelope Plains and the expansive Fairchild Swamp, where a road on levee indicates the engineering efforts used to navigate and control the seasonal wetlands of Modoc County.
