The Roseau River meanders across the international border between Manitoba and Minnesota in this pre-war survey of the northern frontier. Commissioner E. V. Willard and his team documented a landscape defined by significant water management efforts, including State Ditch No 72 and State Ditch No 91, which cross the marshy expanse of Juneberry Valley. These drainage projects were critical to the development of small settlements like Caribou and Oak Point.
