Lookout and Bieber anchor this 2018 survey of the borderlands between Modoc and Lassen Counties. The terrain is defined by the hydrologic network of the Pit River and its associated wetlands, including the Big Swamp and several managed water bodies like Taylor Reservoir and Kramer Reservoir. This landscape reflects a decades-long history of water management and transit, evidenced by the Old Toll Rd winding through Rawl Canyon and the contemporary airfield at Southard Field.
