Payette National Forest dominates this high-elevation landscape along the border of Idaho and Valley counties. The topography is defined by the massive Bear Pete Ridge in the west and Diamond Ridge to the east, forming a high-relief corridor of summits and saddles. Water is abundant throughout these heights, with numerous glacial tarns including Josephine Lake, Nethker Lake, and Victor Lake situated in steep-walled basins.
