Cleveland Peninsula and the southeastern reaches of the Tongass National Forest dominate this maritime landscape of Southeast Alaska. The terrain is defined by steep elevation gains rising from the waters of Helm Bay to the summit of South Mt. This remote wilderness remains largely undeveloped, characterized by a series of high-altitude basins containing Bear Lake, Bugge Lake, and Rainbow Lake. A jurisdictional boundary for Wrangell and the Wrangell City and Borough / Ketchikan Gateway Borough line bisects the forest, marking the division between regional administrative districts. Drainage patterns are clearly delineated through Black Bear Cr, illustrating the complex coastal watershed that feeds into the surrounding Pacific inlets during the early 21st century.
