Starvout and the surrounding drainage of Starvout Creek define this pocket of the Southern Oregon mountains during the early 21st century. The landscape is heavily structured by a complex network of forest management routes, including Burma Rd, Koehler Rd, and numerous Bureau of Land Management roads such as BLM 31-4-19.0 Rd. These access points weave through the drainages of Cow Creek and Whitehorse Creek, serving the timber-rich slopes of Patrick Mountain and Cedar Springs Mountain.
