Tinemaha Reservoir and the meandering Owens River dominate the low-lying Owens Valley in this 2015 study of Inyo County. To the east, the terrain rises sharply into the White-Inyo Range, where the high desert plateau of Harkless Flat sits within the boundaries of the Inyo National Forest. This landscape is defined by its water sources, from the flow of Tinemaha Cr to the vital groundwater points at Big Seeley Spring, Little Seeley Spring, and Mule Spring. Transportation in the valley is anchored by Fish Springs Rd and Powerline Rd, while a network of numbered forest routes, such as the Harkless Flat Spur, provides access into the steep eastern slopes and the small cluster of the Poverty Hills to the west.
