The county seat of Westminster serves as the focal point of this mid-century landscape, where the Western Maryland and Maryland and Pennsylvania railroads converge. While the town exhibits post-war growth with the addition of the Medical Center and a Drive-in Theater, the surrounding Carroll County countryside remains deeply rooted in its agricultural and milling history. Small crossroads communities like Mexico, Brummel, and Snydersburg are connected by a network of winding roads and numerous stream crossings.

Industrial and local history is preserved in the location of Hoffmans Mill on the East Branch and Walnut Grove Mills along Beaver Run.
