The northern edge of Whitehall and the surrounding high country define this Jefferson County landscape during the early 1960s. The map illustrates a transition from the agricultural valley floor, marked by the Whitehall Ranch and Forcella Ranch, to the steep elevations of the Deerlodge National Forest. Dominating the central topography is Black Butte, which overlooks a complex drainage system including Whitetail Creek and Conrow Creek.

Evidence of early territorial settlement and industry is visible in the presence of the Old Whitehall Cem and scattered mining activity near St Paul Gulch, where several Mines and Prospects are recorded. This survey, later updated in the 1970s, captures a moment when traditional ranching and mining roots remained clearly etched across the Jefferson Valley terrain, from the Houghton Park meadows to the isolated settlement at Sunlight.
