Welsh Settlement Ch and its associated Welsh Settlement Cem stand as significant cultural landmarks in the northern portion of this Tioga County survey. This area, largely defined by the rugged divide between Babb Creek and Marvin Creek, transitions from high agricultural plateaus in Charleston and Covington townships into the heavily industrialized timber and coal lands to the south.

The landscape's economic history is etched into the terrain through extensive Strip Mines and the presence of a Mine Dump near the community of Arnot. Transportation patterns are dominated by an Old Railroad Grade that follows the winding course of the creek valleys through the Tioga State Forest. While much of the land is preserved within the state forest boundary, the presence of a Landing Strip and numerous Jeep Trails indicates the evolving recreational and logistical use of these highlands during the late twentieth century.
