The Whitman National Forest dominates this section of the Oregon high country, where the boundary between Union and Baker counties traverses a landscape of steep ridges and deep drainages. In the mid-1960s, this area was defined by a network of pack trails and jeep paths used for forest management and livestock grazing. Named peaks such as Flagstaff Butte and Angel Point rise above a complex watershed where the South Fork Catherine Creek and its many tributaries, including Bottle Creek and Pole Creek, carve through the terrain. Evidence of the region's hydrography is found at the Gaging Station on Big Creek, monitoring the seasonal flow of these vital water sources.
