Settlement is nearly non-existent, centered only on the locality of Barrett near the mountain foothills.

Military use and historic transit routes define the southern and eastern sectors. The Carrizo Impact Area Naval Reservation occupies a significant portion of the valley floor, while the Old Overland Stage Route traces the southern boundary, preserving the path of early California travel.
