Willamette Pass and Pengra Pass define the divide between the Willamette National Forest and Deschutes National Forest. This high-elevation terrain is characterized by a dense network of alpine lakes and meadows, including Riggs Meadow and the aptly named Mule Prairie and Rankins Horse Pasture, which suggest the area's history as a transit corridor through the Cascades.
