The high meadows of the Blue Mountains dominate this landscape, which straddles the remote boundary of Umatilla National Forest and Wallowa National Forest. This interior portion of Union County is characterized by a series of high-elevation clearings, including Fry Meadow, Jarboe Meadow, and Kettleson Meadow, which likely served as seasonal grazing grounds or landmarks for forest travelers. The terrain is deeply incised by a network of drainages such as Jarboe Cr and Meadow Cr, both feeding toward the Grande Ronde River visible in the southeastern corner.
