The Rough River Reservoir snakes through the border of Breckinridge and Grayson counties, its irregular shoreline creating a complex landscape of narrow peninsulas and secluded hollows. Completed shortly before this survey was updated, the reservoir transformed the valleys of the North Fork Rough River and numerous tributaries like Cave Creek and Panther Creek. The Rough River Dam and the adjacent Rough River Dam State Park mark the center of new recreation, while older patterns of life remain visible on higher ground.

Rural communities like McDaniels and Duff anchor the highland ridges, where family histories are preserved in sites such as Shain Cem and Poole Cem. Traces of earlier industry and infrastructure appear in the form of Horn Back Mill and a Landing Strip, reflecting a transition from traditional river-valley agriculture to a landscape increasingly defined by water management and regional power, evidenced by the Substation and prominent Lookout Tower.
