Stephenson Mountain and the high ridges of the Ochoco Mountains dominate this high-elevation terrain within the Ochoco National Forest. The landscape is a network of ridges and deep drainages, including Bear Creek and Taylor Creek, where mining and ranching interests left their mark. Notable historic sites include the Old Stephenson Ranch and the remote Ludwick Cabin near Red Rock Pass.

Mineral exploration is evident throughout the area, with the Lucky Strike Mine and Valley View Mine located near the headwaters of Starr Creek. Further south, the Ochoco Agate Beds suggest the region's geological interest to rockhounds and prospectors. Transportation through this complex topography was facilitated by a network of seasonal routes, such as the Jeep Trail winding near the North Fork and the passage over Ochoco Pass in the southeast corner.
