Winters stands at the foot of the hills where the Capay Canal meets the fertile floor of the Sacramento Valley. This 1905 survey, published in 1916, details an agricultural landscape organized around water and rail. The Southern Pacific (Clear Lake Branch) railroad provides a north-south lifeline through the settlement of Ely, while the braided course of Putah Creek and the historical land grant boundary of Rio De Los Putos define the southern border between Yolo and Solano counties.

The topography is characterized by a series of drainage features including Union School Slough, Chickahominy Slough, and Dry Slough, which cut across the surveyed sections east of the Mt Diablo Meridian. The presence of the Union School near the northern slough suggests a dispersed but established rural community during the early twentieth century, dependent on the canal system and the seasonal flow of the creek.
