The coastal wetlands and limestone karst topography of northern Puerto Rico dominate this late 1950s survey, centered on the urban core of Manatí and the neighboring municipality of Vega Baja. Between the shoreline and the rugged interior hills, the landscape is defined by the Laguna Tortuguero and a network of canals, including the Caño Caribe and Caño San Vicente. These waterways supported the sugar industry, evidenced by the proximity of the Central San Vicente rail infrastructure.

Social and civic life is captured through numerous local landmarks, from the Escuela Segunda Unidad at Campo Alegre to the Capilla Virgen del Carmen near the coast. Military activity is also prominent, with the U. S. Military Reservation Vega Baja Airstrip and National Guard lands situated near Puerto Nuevo. In the southern reaches, the terrain transitions into the steep mogotes of Pugnado Adentro and Quebrada Arenas, where small rural schools like the Escuela de Almirante served isolated agricultural communities.
