Otter sits at the heart of this high-plains landscape in Powder River County, where the drainage of Otter Cr and its many tributaries dictate the settlement pattern. The terrain is defined by a series of named draws and coulees, including Hoover Draw, Miller Draw, and Colester Draw, which channel seasonal water toward the larger creek systems. Much of the western and southern portions of the map are situated within the Custer National Forest, showing a land use dedicated to ranching and conservation.
