Hilltop and the surrounding high plains of the Douglas and Elbert County line are captured here in the mid-1960s, showing a landscape defined by intermittent watercourses and early residential development. The terrain is deeply carved by numerous drainages, including Moonshine Gulch, Bayou Gulch, and Tallman Gulch, which dictate the local topography. At the center of the sheet, the small settlement of Hilltop sits atop a rise, while to the southeast, the residential layout of Ponderosa Park is visible, featuring a network of named local streets like Panorama Drive and Buttercup Road.

Infrastructure of the era is evident through the presence of a Pipeline cutting across the southern sections and an Old Railroad Grade that traces the eastern hills. Rural utilities and transport are further represented by a Landing Strip near Kinney Creek and a Radio Tower on the heights.
