Sisters serves as the gateway to the high volcanic peaks of the Cascades in this pre-war survey of central Oregon. The landscape is defined by its dramatic relief, from the sharp summit of Three Fingered Jack to the broad expanse of Sage Flat. The era's transportation network is clearly visible, featuring the Santiam Highway and Mc Kenzie Highway crossing the mountain passes, while the Skyline Trail traces the high ridges.

Settlement is sparse, concentrated at Camp Sherman and near the historic Camp Polk. The presence of the Old Toll Station near Cache Mtn and the Allingham Guard Station along the Metolius River reflects an era of early forest management and regulated mountain travel.
