Custer National Forest encompasses much of this landscape along the border of Rosebud and Powder River counties. The high plains terrain is deeply etched by watercourses like Otter Creek and Home Creek, which supported the early development of the region's ranching and resource base. The small settlement of Willow Crossing serves as a central landmark, situated near the Willow Crossing Cem and the Stevens Landing Area.
